Further to the discussion below it seems that 1.8 standing spaces per seat is a reasonable figure to assume:

I haven't been able to find any figures for the separate stands at FCR but if we assumed that the lower Barclay and River End were 3000 seats each, and both were converted to safe standing, then it would increase the capacity by 4,800. Obviously this would increase further if a block or two of away supporters was also converted.
For me the interesting thing is that this would be a cheap way of getting the capacity over 30K. Re-building the City Stand is on the back burner and I would hate us to move to a BeaverDome in Postwick. The actual economics of it depends what you charge for the tickets.
