I totally agree that it is important that cyclists make themselves visible

and I also agree that it is not always the driver's fault, but if you look at that list I posted, with the detail of the time the accident took place at:

16-10 High Barnet 3pm
22-10 Shropshire 9.30pm
26-10 Sunderland 4.45 pm (before clock change)
29-10 Bethnal Green 7.30am
01-11 Portadown (not known)
02-11 Cheltenham 4pm
02-11 Leicestershire 2pm
03-11 Didcot 11.35am

It seems as though lights would have made no difference at all in the vast majority of cases
