Can't download the app without Internet connection. Here comes the science though that might be behind the confusion:

You can access the Internet through 1. 3G or 2. Wifi. The former requires an Internet package which costs money. The second involves using another existing wireless Internet connection (e.g a public place or your home broadband) so no incremental cost.

For what you're after you could just get yourself a smart phone and then use your home wireless connection to download any content. Provided you switch off 3G you then won't have to pay owt.
