Cycling cheats

I know there are drugs in cycling but not all of them are at it, but also is it fair that a football team can lose millions of pounds per season while buying the best players in the world, win cups, leagues etc. while other teams that live remotely within their means go without. Those teams are are also winning while not playing in the spirit of fair play etc. are they not.
