I don't think you've been following Chris Froome's career. This is his second place in the time trial at last year's Vuelta:

He came second, just as he cdid today. With 406watts at 5.8 Watts per kg. That's not something that suggests anything dodgy. And so him coming second today really shouldn't be getting conspiracy theorists going.
