It's just as easy to have people made accountable for their actions to be honest

I always use the analogy (that I made up a few years ago when I lived abroad)

German primary schools don't have barriers at their front gates. Kids know not to run on the road.

English schools have as many barriers as possible, cos otherwise kids just run on the road.

We need to be more like German kids.
