it's not considered offensive because in most latin societies blacks have been well integrated pretty much since the countries existed.
In fact negrito o negro is an affectionate term that plenty of people use for any dark skinned or black-haired friends or simply their boyfriend/girlfriend. Similarly they might call a mate fatso (gordito) or baldy (pelado) without risking offence of any kind.
