Rioting is also bad

All governments are entitled (in fact obliged) to use proportionate force to maintain civil order so that non-rioting citizens don't have their shops smashed/houses burned/stuff stolen/cars overturned. The maintenance of civil order is one of the things which non-rioting citizens expect from their government.

So plastic bullets have their place in the pantheon of law enforcement options, just like truncheons, police dogs and police horses.

It then all becomes a matter of using the right option at the right time against the right people
