My view is.....

they should let some pubs do it,but not 90% as i read in a report.
I love a drink and love to socialise,but this is going way too far and all this s**te about in France and Spain they drink late and there's no problems,let's have it over here-no- this is Britain and people do not act as calm and controlled as native drinkers of those countries.
