Not making any predictions on this but just wanted to correct a couple of things with readily available information (despite warnock saying only the fa and qpr know the facts).
Just read that mirror article which says the transfer occurred before the fa rules came in - not true. On the fa website you can read the rules and see they came into force on 4 July (with presumably some lead in time) and furling signed on7 July. Possibly they were trying to rush it through before the new rules came in but they failed.
Having just read the rules they are pretty clear that no payments are allowed to non-football clubs once a player has a contract with the English club. Given qpr have admitted they did this to regularise the situation that seems cut and dried.
It has been previously reported that qpr must have incorrectly filled in the registration forms required by the fa. The rules don't mention forms but do say that any proposed contracts, written or oral, must be submitted to them prior to the transfer. Hard to argue an honest mistake if they either didn't do this or submitted different contracts.
As previously posted on here the fa charges clearly state what qpr have been charged with and it doesn't include fielding an ineligible player so that Cardiff fan was talking rubbish.
