but if you asked for the fault to be fixed but failed to specify that you had to be present, not sure you have grounds for complaint.

From the landlord's p.o.v a call-out costs money, and by using the agency access is guaranteed.

Legally a bit of a grey area, unless the contract specifies the situations for which you should be present.
