ha ha, yeah alright cause that will happen won't it? Whats your criteria of afford it?

How do you ensure that only those meeting the criteria have a child?
Do you issues licences? Do people have to apply?
What about unplanned pregancies? Are you going to force terminations on those who fail the test?

If you won't bother applying any criteria then what? Are you saying you would just let then children suffer creating social problems when they are older and an increased drain on the NHS as their health suffers?
