"Can't legislate for a goal like that"

What the F was that supposd to mean? They all kepy saying it. To legislate means to pass laws. Well, it's true you can't pass a law to say "goalies will not let a ball bounce off their gloves and over the line". but equally you can't pass any laws about whether football players will play competently or not
