FIFA's goal line experiment

Is the first step in taking the game away from the people as it stands now their is no difference in the game (only the standard of players and officals) in what is played on a Sat/Sunday morning on your local park and the world cup final the rules are the same the size of the pitches are within the F.A/Fifa standard and the disiplinary is the same
