Giving money to a homeless drug addict to continue living a nasty existence on the street living on booze and drugs is not good for them and its not good for society.

Had that money been given to a charity that helps get people off the streets it not only benefits more than one person, it means that money is not ending up lining drug dealers pockets. It helps feed them, keep them warm, get them integrated back into normal society by giving them advice and help searching for jobs.
