But you are confusing PUNISHING the police (making them pay for their error)

with COMPENSATING the family (giving them money to represent what the death has cost them)

Compensation is measured in cold financial terms. And civil damages are not used as a means of punishing negligent people in this country.

I entirely see where you're coming from. But the position adopted by the law is entirely logical, if rather unemotional.
