Let me give you an example from a case I did years ago
A trader at a big US bank stole about $50m of client funds. Now, you aren't supposed to steal. But equally, if you're a big bank, you aren't supposed to have such s**t systems in place that anyone CAN steal large sums of client money.
So blame went in three directions, and all for different things. He was blamed for stealing the money (we got most of it back). His managers were blamed for not spotting the simple methodology he had used to get around the bank's systems (they were sacked). And the designers of the systems were blamed for not setting up a stronger system of controls (they were not sacked since if their procedures had been operated properly by the managers, the fraud would have been prevented, but they were told to do some work and come up with a better system).
So it's legitimate to blame more people that Thierry "Cheating Cunt" Henry
