I think one should disappear, even though it was declined, it still could have

sent the line to your account (the line being the warning/soon to be payment coming out)

itunes does it, when you buy songs off itunes, it sends a payment warning of ?1.58 (two songs), and if you've only downloaded one, it will signal that ?1.58 isn't available, but when the payment comes out it will only take 0.79p out. It stays at ?1.58 however many songs you download though, so if you download 10, you could be fooled into thinking they're only going to take ?1.58 out because your account balance is reading that you still have that money available

So in short, it should disappear once it works out after a few days that the payment didn't happen
