Maths is Maths, English is English, and so on. The time difference in many subjects is totally irrelevent - part of the problem is down to teaching methods, they clearly worked in the 50s but have been adulterated over time for the mere convenience of pupils and teachers alike. The best example of that is how reading is taught...
As for the wrong syllabus being taught - I suppose mistakes happen but ones like that should be rare.
