If you are not a real programmer, I'd recommend Joomla 1.5 in combo with

Community Builder and using UDDEIM for messaging.

Need SOME basic web skills, but a basic site can be knocked up quite easily with configuration only.

There are lots of additional plugins for CB on Joomla too, and it is free.

If you want a forum, Fireboard also supplies a component.
