Rule of thumb is to keep 10% free

I'm told defragging helps a lot with Windows; but it can take a really long time to run - and you usually need a fair amount of free space so it can shuffle the bigger files around and recombine them.

What OS are you using? I've found Windows performance simply degrades over time and nothing seems to help except a reformat and reinstall, although you can try CCleaner User Posted Link which helps clean out a lot of the crap that builds up all over the place (especially the registry, which becomes a big old bloated mess).
