No, the reason there's a possible investigation

is because of large amounts of money being staked in Asia on a penalty being awarded within the first 20 minutes of the second-half of Norwich's game. Norwich got one around the 52nd minute, so FA will have to decide whether it was suspicious or genuine. So Carroll may or may not face the music.
Although Marshall made a complete bollocks of Derby's winning goal, I understand this was regarded as just one of those unfortunate errors - although it certainly didn't look good. Not helped by the fact that he made no attempt to get back and try and keep the ball out of the goal.
