If you can only sing with a license, people's inefficiency will mean that they won't apply and won't be allowed to sing

The licensing idea is a sound one - but it has to be targetted better. You want to license Official Club Noise Makers. This would be a very prestigious position, entitling the holder to (say) a half price season ticket, a free pie and the latest shirt. But it would have to be earned by passing the Megson Licence Criteria, including being tested on knowledge of lyrics, musical ability, volume, stamina, spontaneous wit in abusing opposition players/fans and ability to get the crowd around them singing. All licence holders would be monitoried by CCTV to assess their effectiveness in getting people singing and anyone failing to hit their performance targets would be ruthlessly replaced.
