Exactly.
Here's some more stats:
Between 1960 and 1996, the first decade in which we had to adjust to playing at our then highest level ever, our average finishing position among all league clubs was 22nd. Over the last 12 years, it's been 30th.
Meanwhile, since January 1996, we have faced clubs from lower divisions in Cup competitions on 25 occasions, losing ten times; and have faced 11 clubs from a higher division, losing the lot. Even our record against sides from the same level is an abysmal played 7, won 2 - and while I must correct you that we have in fact reached the FA Cup 5th round twice ('03 and '07), a record of five FA Cup ties won in thirteen seasons tells its own very sorry story.
