Paperwork...

I think it was made to look like he was owned by West Ham, when he wasn't. WHU and MSI had a separate agreement.

West Ham held his registration only.

So basically they were fielding a player that wasn't actually theirs, or declared as not theirs and on loan.

MSI bought his registration back from West Ham, and then Manchester United loaned him from them.
