This new phrase

When this was said about the Hoolahan transfer we were told that it was because Oyston had jumped the gun with his announcement before the paperwork was done. So why has it appeared again? Is there a possibility that either the Football League or Football Association will not ratify transfers to Delia Smith's Norwich City? Is there a problem? Do the SPG know?
