Mostly because a bottom-third top tier club is at least as unlikely to be *profitable* as a lower tier club. Football clubs just aren't normal companies. They do not seem to generate profit (dividends) for shareholders.

But also because of the difficulties of actually finding anyone who would want to buy a non-majority holding. Much, much harder to sell.
