maybe we didn't want him to put in a transfer request because our bargaining position over the fee was based on the fact that we didn't want to sell. If we had accepted a request that might well have hampered our bargaining. So it could be that we get more from Wigan in terms of fee and then give part of it on to Francis as a loyalty bonus for NOT putting in a request (which benefitted us). After all we could easily have forced him to put in a request by sayying we wouldn't sell without one, so presumably it suited us that he didn't (for then reason suggested above). This way its Wigan who pay for the loyalty bonus etc through a higher fee (and both us and Francis gain). Depends whether the extra fee we got covers the loyalty bonus - I'm guessing it does or we wouldn't have accepted the fee.
