Best I can get where I need is is 22%

that's on the wep key and following the ssid number on the back of the router

It has a yellow triangle which I think says the signal is too low to load the page

There's a WPA signal which comes up and is strong. Is that next door? If it isn't I'd love to know what it is and how to get near that connection
