The law is rather clear on the matter. 0.00000000000000000000000000000000000000001 mph over is a traffic offence.

ACPO recommend a minimum of 10% + 2 mph. There is no obligation on the police nor the speed camera partnerships to comply with this. I would suspect that the police do comply with these guidelines. I doubt whether the camera partnerships do.
