why have a fourth official otherwise

again the worst thing about this is, is that Steve Bennett got lambasted by the head of referees when he was a fourth official over the Ashley Cole business and was told he should have told the ref to red card him!!!

Unyet here the fourth official isnt allowed to do anything!!!
