Weeellll, that's one definition of "not failing" I suppose, however ...

Their stated aim is to provide funds to City for the sole and exclusive use for player transfers, while operating as a charitable trust.

Success under those parameters, would necessitate the following, as an absolute minimum:

* figuring out how to operate such a scheme as a charitable trust, given that the fund's objectives don't seem to fit within the boundaries set out by the Charities Act 2006

* raising enough money to fund a player's transfer

In just those two points I can see plenty of room for failure. Respect to the guy(s) for trying to do something, but as Fag Packet Plans go, this is about the superest of superkings.
