Can you telnet to your SMTP server?

If you can, you need to configure Thunderbird to talk to your local SMTP server (probably by changing the port no it's looking for)

If you can't then your SMTP server isn't starting up.

As others have said you can configure it to talk to a remote SMTP server in the first instance as well if you like.
