Yup, that's about the measure of it
My impression is that the scheme is born out of the idea that we're missing out on particular transfer targets for the sake of a hundred grand here or there. I'm pretty certain that's not the whole story although I have no idea what that whole story might be - and neither, I'd wager, do the majority of supporters of this scheme.
