Need help, non football question

This is degree level stuff, but not too complicated.
The full question reads:
How much Nitrogen (based on 39% per 100kg of dressing) is required to dress at a rate of 30kg per hectare to the power of -1, over an area of 650 square meters ?
The power of -1 bit has thrown me, otherwise the maths is simple calculator stuff.
