She went to her bank, who told her to go to the police. She went to the police, who told her that as her bank (HSBC) will be refunding her the money that was stolen (about £500), she is not the victim, and that the bank have to report it.

They did say though that if her actual card was stolen (which I think you said yours was), then she WOULD be the victim. So in short, yes. Go to the police ASAP.
