...built exceptionally strong, competitive sides over a period of time that eventually allowed them to make their mark on the top twenty, whereas those who have spent big money to get their have become host clubs for players that want to prove themselves with a club that's overly grateful to have them.
I'm not doubting that Bolton and Reading haven't spent while in the top flight but they put in the legwork beforehand.
