you misunderstand the planning system

it's not just given to the cuncil to spend willy nilly, it's planning obligations to mitigate against teh adverse impacts of development and make sure the development that's built actually works. transport improvemenst are needed for obvious reasons and without affordable housing many people wouldn't be able to afford to live anywhere apart from in overcrowded /family homes (is that the future you want for your kids?)

ithout this kind of thing developers would just build as much as they could and not give a stuff about the places they create
