Round up the illegal immigrants and deport them for a start, thus reddusing the number of people you are keeping track off.

silence the radical muslim clerics (id favour assaination but imprisonment will do)

work with the muslim community to change attitudes and help uncover those involved

make an exmple of anyone who witholds information, irespective of race (life prison sentances)

Severely punish those involved (I really would favour execution for these people and i'm against it for most things)

tag/bug/detain anyone we have reasonable suspicions about. Yes it is a massive infringement of human rights but then everyone else has the right not to live in fear
