Yes, it is true.

Remember I do not work or live in your country. Therefore I mentioned about the fact that it's not necessarily true in the UK.

This is the case in Holland. You have to provide clearly separated access to personal email if you wish to have the right to read work email. Otherwise you are not allowed to (as you may of course read personal at the same time).

There is an exception for places like the ministry of defence, interpol and the UN. They do not provide any means of using personal email.
