What is the point of "stand-by" and why are manufacturers allowed to continue to supply domestic goods with this facility?

The way to a greener future lies with educating (positively) our young and dictating (sensibly) to industry. Nagging the public and imposing draconian penalties upon them is just a sop and will not work.
