The only one I really object to is the manager point.

The manager is there to build the side. So he can decide on everything except the personnel? Makes no sense.

Now if you were to say that the manager drew up a shortlist in order of preference and then left the commercials to someone else, i'd have no objection. Get the list independantly valued and away you go.
