Tha answer is

that neither is true, it's just that that is what Doomcaster wants to tell the world so as (a) to stop other clubs thinking we have lots of money to splash on their players and (b) to manage the fans' expectations, so that when players ARE bought we are pleased and excited rather than taking it for granted.
