Depends what you consider a target man

He worked well with Shearer in a system where they passed the ball and took turns in the centre forward role. At Chelsea they used him as my understanding of a target man - HOOOOOOOOF - with predictable results.

Sutton needs it played on the floor to be most effective. Like all good footballers.

I'd love him to come back, but I'd be scared of the temptation to hoof it to him. He's proved again and again that it's not his best position. In fact in recent years he has played as more of an attacking midfielder than as an out and out striker.
