or perhaps it could have been a diversionary tactic to divert the eyes of the security services away from something more sinister and could have been an attempt at forcing the enemy's hand with a cheap, disposable provocation, thereby allowing the planners to map out the entire defensive layout before launching a real, high-stakes attack. or something else.
