Is it all the commercial revenue they generate?

The new rules restrict clubs based on their revenue. Wrexham have a couple of advantages:

1) they probably started with a smaller wage bill and fewer players on prem money so had more headroom

2) they must be raking in a s**t load from their tv deals and other commercial opportunities
