It’ll be one of those small evaporative “personal cooler” units: a little fan blowing air through a damp pad/filter, sometimes with a water tank or ice tray. They can feel pleasant if you sit very close to them, but they won’t cool a room in the way proper air-con does.

In the UK, they’re of limited use because our hot days are often humid, and evaporative coolers work best in dry heat. They also add moisture to the room, which can make things feel clammy.

Verdict:

Worth £15 as a bedside/personal fan with a slight cooling effect? Maybe.
Worth buying as “air conditioning” for a room? No.
Better cheap option? A decent desk fan or pedestal fan, plus keeping curtains shut in the day and windows open only when outside air is cooler.

For your money, I’d rather have a £20–£40 proper fan than a tiny “air cooler” pretending to be air-con rather than a s**tty little chavvy unit that does f**k all.
