His opinion is w**k clubs like Leicester Southampton or anyone with investigations hanging over them, he reckons the league don't wanna deal with it. Hence "penalty to Ipswich " . The football league can't be arsed handling the financial mess the prem creates, so thry go out of their way to help them get back up to avoid it.
