But not all four legged animals are dogs.

Not all politicians are bad (to state the obvious, they can’t *all* be), but our system promotes the desperate and greedy.

There is the counter argument that being a politician is a self selecting section of society and that the venn overlap is large, but even so, hyperbole doesn’t serve anybody well.
