You're comparing drilling through water to ice. Add in the fact that the ice moves and the

extreme cold weather which will require thermal protection for both the machinery and workers and it's an expensive problem to solve which is probably the reason no one has attempted it so far.

There are currently drilling operations for example in Prudhoe Bay, Alaska which drill through permafrost and ones in the Barents Sea which have to contend with floating ice but in Greenland they only drill onshore during ice-free periods.
